What I didn't mention, which was slightly unfair of me (in a sneaky goblinesque type way) is that pump wagons do cause 2D6 impact hits and they only cost 40 points.
However to reiterate:-
You need the rare unit slot for a giant !
Who knows whether the pump wagon will even get to charge (the snotlings sure don't !)
With W3 and T4 it will never make it into combat anyway.
